Originally from Isahaya City in Nagasaki Prefecture. After graduating from Isahaya Senior High School and the University of Occupational and Environmental Health, Japan, accepted into First Internal Medicine Department at Nagasaki University Hospital. Graduated from Nagasaki University Graduate School as a Doctor of Medicine.
Worked at Sasebo Chuo Hospital and Saga National Hospital.
Opened Mitsuoka Naika Shokakika Clinic on July 1, 2000.
Became Medical Corporation Mitsuoka Naika Clinic in January 2017.

As a Local School Doctor
While providing medical care, doubled as a school doctor for Yamato Junior High School for 20 years, giving lectures on life, such as anti-smoking education, and life classes. Also provided life classes at elementary and junior high schools in the prefecture.
Communal Medical Care Education
Provided lectures on cancer notification, and terminal care at Saga University’s Faculty of Medicine. Also taught palliative care at Saga Joshi High School Health Nursing Course for 18 years.
Nationwide Lectures
Also, works as an educator on preparations for death, giving classes, lectures, and workshops on life nationwide.

Home Healthcare Public Awareness Activities
In 2010, with the help of volunteers, we set up the Saga Prefectural Home Care Net – Saga, a multidisciplinary cooperative network for home healthcare and nursing care, and held case review meetings every other month, and bi-annual public lectures. In 2013, the Saga Prefecture Home Care Guidebook was published, and in 2010 and 2018, forums were held to promote home healthcare in Kyushu. This activity has been suspended since 2019.
Decision-making Support Activities
As the Saga Chairman of the Japan Society for Dying with Dignity since 2013, and as an Executive Board Member in charge of Academic Training for the Japan Society for Dying with Dignity since 2017, the director has been coordinating a Living Will Workshop, planning training, and striving to increase awareness of advance directives.
The director completed an instructor’s workshop to support decision-making while respecting patients’ wishes in 2018, completed a workshop to support decision-making while respecting patients’ wishes in 2021, and a counselor’s workshop for healthcare providers at homes and facilities, and also provides training and lectures as an advance care planning (ACP) instructor in various locations.
